The most important factor that helps people avoid crime and gang activity is to give them a stake in society. When people don't feel that society is about them and that there is no place for them, they are forced to create a new meaning for themselves, and a lot of the time that meaning is negative. Establishing traditions of public service, revitalising culture, and making sure there are productive community things for them to be involved with would reduce these kinds of problems markedly.
